Benton Partin retired USAF dated May 17,1995 copy in my
possesion copy available by fax request to 303-986-8597 or
303-494-3369. I have verified the authenticity of the letter
and spoken to its author this afternoon May 21 1995 at
02:00 PM Thi is critical information post widely please

Dear Senator Nickles,
We are all grieved by the bombing tragedy in
Oklahoma City. The entire nation was assaulted and we may
never know who the real instigators were or why they did it
as in the Kennedy assassination.
I am concerned that vital evidence will soon be
destroyed with the pending demolition of the Federal
Building in Oklahoma City. From all the evidence I have
seen in the published material, I can say with a high level of
confidence, that the damage pattern on the reinforced
concrete superstructure could not possibly have been attained
from the single truck bomb without supplementing
demolition charges at some of the reinforced column bases.
The total incompatibility with a single truck bomb lies in the
fact that either some of the columns collapsed that should
not have collapsed or some of the columns are still standing
that should have collapsed and did not.
An oversimplified analogy will help you see this
point. It would be as irrational or as impossible as having a
150 pound man sit in a flimsy chair and the chair collapses:
then a a man weighing 1500 pounds sits in an identical
flimsy chair and it does not collapse- impossible.
To produce the resulting damage pattern on the
building , there would have to have been an effort with
demolition charges at the bases to compliment or
supplement the truck bomb damage. A careful examination
of the collapsed column bases would readily reveal a failure
mode produced by a demolition charge. This evidence would
be so critical , a separate and independent assessment
should be made before a building demolition team destroys
the evidence forever. The most critical columns to assess
would be A9 and B# as later defined. Other failed columns
may also have had demolition charges at their base.
I have attached a brief resume which will amplify to
establish some measure of credibility for the comments
above and to follow. I have spent 25 years in research,
design, development, test and management of weapons
development. This included hands on work at the Ballistic
Research Laboratories: Commander of the Air Force
Armament Technology Laboratory; Air Force System
command, Air Staff and the Office of the Secretary of
Defense(OSD) management responsibility for almost every
non-nuclear weapon device in the Air Force I was also the
first chairman of the OSD Joint service Air Munitions
Requirements and Development Committee.
When I first saw the pictures of the truck bombs
asymmetrical damage to the Federal Building in Oklahoma
City, my immediate reaction was that the pattern of damage
would have been technically impossible without
supplementing demolition charges at some of the reinforcing
concrete column bases( a standard demolition technique.)
First, blast through air is a very inefficient energy
coupling mechanism against heavy reinforced concrete
beams and columns. Second, blast damage potential initially
falls off more rapidly than an inverse function of the
distance cubed. That is why in conventional weapons
development, one seeks accuracy over yield for hard targets.
Columns in large buildings are hard targets for blast. Note:
The 3-8-93 Time Magazine shows a still standing column in
the middle of the Trade Center cavity with the reinforced
concrete floors completely stripped away for several floors)
The entire building in Oklahoma City could have been
collapsed with relatively small demolition charges against
the base of the columns and with even less explosives if
linear cavity cutting charges had been used, I know of no
way possible to reproduce the apparent building damage
without well placed demolition charges complimenting the
truck bomb damage.
From published photographs, the basic building
structure is three rows of eleven columns each. The four
corner columns have external clamshell like structure for air
ducts, etc., as revealed in magazine photographs of the
damage. If we label the column rows A, B, & C, from front
to back, and number the columns 1 through 11 from left to
right, then published pictures show columns A2, A3, A4,
A5, A6, A7, A8, and B3 collapsed , essentially vertically.
The 5-1-95 u. S. News and World Report and other damage
photos show a very large re-inforced concrete header at the
second floor level of column row A. Much larger columns
extend from the header down fro the odd numbered columns
i.e. A3, A5, A7, A9. The even numbered columns extended
down to the header with apparently reinforced concrete
joints. The heavy, odd, numbered columns were all
accessible from the sidewalk but collapsed Column B3, is
well inside the building. If the truck bomb was not nearest to
column A3 then a single truck bomb thesis would be even
more questionable. See the figure below
Appearing in this area is a diagram of the information
detailed below. I can not reproduce with my current
equipment.

A rough sketch of the Federal Building and its
columns shown above has superimposed circles of roughly
equal levels of damage potential which drop rapidly
(exponentially) as they get farther and farther away from the
truck bomb. If we consider the damage potential at column
A3, the closest column to the truck on the sketch, to be
damage potential level one at distance one, then moving out
farther multiples of that distance the destructive potential
drops off as an exponential function of one over the number
of multiples. Therefore at circle 1 you have a decisively
destructive force that brought down column A3 At circle 2
the destructive potential is marginal for row A, column A5
came down but the heavier column A1 did not. At circle 3
level, column B3 came down, but just beyond B3 columns
B2 and B4 did not come down. Therefore circle 3 is
marginal for the columns in row B which are much smaller
than the odd numbered columns in row A. Moreover the
higher numbered columns in row A are seeing more of a
lower side on pressure than column row B
For any odd numbered column failure in row A, the
adjacent even numbered columns would also necessarily fail
The still standing, extended , cantilevered header, from A1
to almost back where A8 was, is probably due to the seesaw
effect, Over A7 as an instant pivot point, as the A row
collapsed sequentially to the right by either the truck bomb
or supplemental demolition charges. If the header at column
A8 had survived explosives, cascading floors could have
caused it to fail. However, one would not expect such a long
remaining cantilever.
From what has been stated thus far, and
considering only the potential damage from the truck bomb,
there are a number of problems.
A. If columns A7 was brought down by a truck
bomb, then there most of the much smaller columns B1, B2,
B4, B5 and B6 should not be standing but they are.
B. Conversely, a truck bomb that could not bring
down columns B1, B2, B4, and B5 could certainly not be
expected to collapse the lower two floors of a much heavier
column A7. The columns A7 and A8 should still be standing
which they are not.
C. For a simplistic blast truck bomb, of the size and
composition reported, to be able to reach out on the order of
60 feet and collapse a reinforced column base the size of
column A7 is beyond credulity. Even bringing down B3 at
its range is highly suspect. Glass and plastic can be broken a
long way off with explosives but not heavy, reinforced,
concrete columns.
IF DEMOLITION CHARGES WERE USED TO
COMPLIMENT THE TRUCK BOMB, THE ABOVE
PROBLEMS ALL DISAPPEAR. Was it practical? Yes for
the following reasons:
A. Columns A2, A5, A7, A9 were readily accessible
from the sidewalk to the curb
B. Adequate demolition charges could have
easily been put into position.
C. A simple permacord interconnect would not look
too difficult from a piece of closeline or coaxial
cord
D. If the bomb attack was desired to do more than
deface the building , then inside help or loose
security may have permitted placement of a
charge at B3( If they can have an Ames in CIA
counterintelligence why can't they have someone
if needed in Oklahoma City?
E. The payoff to the leftist, internationalist of a
'world commonwealth of independent states' as
a prelude to the withering away of the state
would merit highest level planning and
implementation of the Oklahoma Bombing if it
could result in the new legislation to
criminalize the patriotic support of
Constitutional rights.
>From here the letter continues for two more pages
and concludes with the final paragraph.
Because of the psycho-political operation going on
at the present time against the "Christian right" bogeyman:
records in Waco, Idaho, California, and other places, and the
high level promotion of censured officials. I would strongly
urge that the U. S. Congress take steps to assure that
evidence in Oklahoma City be independently evaluated by a
collection of demolition experts from the private sector
before the building is demolished. It is easy to determine
whether a column was failed by contact demolition charges
or by blast loading. It is also easy to cover up crucial
evidence as was apparently don in Waco. I understand that
the building is to be demolished by may 23rd or 24th. Why
the rush to destroy the evidence?

The announcement that here follows as arguably the
most important information to ever cross the Committees of
Correspondence network, perhaps any patriot network. What
we do with it -- you and I- is up to each one of us. If we
harness the power that the information holds , we may be able
to turn the tide of events in America and put a stranglehold on
tyranny, in a peaceful and blood less manner. But if we
neglect it, if we examine it, then shake our heads and throw it
in the trashcan, thinking that the thing has gone to far for us to
effect the outcome, then we only have ourselves to blame for
our apathy. In this hour as Benjamin Franklin once said" We
must all hang together, or assuredly we shall hang separately."
Early yesterday morning Friday the 19th day of May
1995, we were given the first very credible information on the
bombing in Oklahoma City, Oklahoma had to have, in some
manner, high level government compliance. The task now that
looms before us is to stop the demolition of the federal building
in Oklahoma City. As the government buried the evidence
after the Waco Massacre, they are making every effort to bury
the evidence in Oklahoma City. But before we go any further ,
let's examine our source and his formidable credentials.
The Source retired U.S.A. F. Brigadier General
Benton K. Partin says of himself. "I have spent 25 years in
research, design, development, test and management of
weapons development. This included hands on work at the

information was quoted word for word from a six page letter
that General Partin wrote to Senator Don Nickels.
Accompanying that letter was a full page "resume" greatly
expanding on the General's credentials The General has
received the Distinguished Service Medal, was a distinguished
Graduate from the Air War College and has received the
Legion of Merit not once but three times. Saying that this good
man knows his stuff would be an understatement of the
greatest magnitude; he is a weapons and systems and
demolition expert and he can smell a skunk ten miles away.
On important quote from his letter to Senator Nickles sums up
the entire problem with the media's version of the Oklahoma
City bombing:
" The entire building in Oklahoma City could have
been collapsed with relatively small demolition charges
against the base of the columns and with even less explosives
if linear cavity cutting charges had been used. I know of no
way possible to reproduce the apparent building damage
without well-placed demolition charges complimenting the
truck bomb damage."
General Partin maintains that a fertilizer bomb" alone
could not have possibly done the kind of damage that was done
to the federal building. To attain that kind of damage,
according to Partin, complimenting charges would have to
have been applied to the several columns around and inside the
building. The General believes that this kind of work could not
possibly have been accomplished by the two individuals
paraded before us on National television. In addition to lacking
the skill and equipment necessary to build such bombs, the
alleged bombers would have needed to access the interior
columns of the building, and would have had to have had to
attach such devices to those columns without arousing
suspicion. Could all of this have possibly been accomplished
by Timothy McVeigh or Terry Nicholas alone? Without a
doubt the answer is a resounding "no." Could these two men
have been involved in the bombing to some smaller degree?
Possibly Could they have been patsies? Almost assuredly. The
vast evidence fro what is stated here is well documented in
General Partin's Letter, and remember that General Partin is
an expert in this field. He knows how these things work . The
beauty of this turn of events is that General Partin is a
completely legitimate and very credible source. He has served
his country honorably for over thirty years. The government
can not reasonably label him a so called right -wing extremist,
as they have strived to label the rest of us.
The government has decreed that the federal building
be demolished on Tuesday, May 23rd or possible the following
day This absolutely cannot be allowed to happen If we are ever
to know the whole truth, and if Timothy McVeigh and Terry
Nichols are ever to have a fair trial, then the remains of the
that building must be examined thoroughly by independent
investigators. Those investigators must absolutely not be
picked by the federal government. Remember the Warren
Commission ? If we can stay the demolition if we finally
receive a redress of grievances- perhaps we can stop America
from slipping off the precipice where she now finds herself.
We must stop that fall!. We must stop that fall! For in the belly
of the canyon below lies the terrifying inevitability of a second
American civil war. The whole truth, a truth that undoubtedly
will unveil a web a government compliance in the bombing
must be uncovered for candid world to see.
As soon as you receive this fax, call your
Representatives and Senators in Congress immediately. During
the weekend, fill their voice mail and run their fax machines
out of paper with your protests. Come Monday morning begin
your calls and faxes anew. Please do not stop your calls or
faxes until we are assured that the building will not be
demolished!. Be very polite, but demand in no uncertain terms
that the demolition be stayed indefinitely. If your
representatives and Senators have an Internet Address and you
have access to Internet E-Mail overflow those mailboxes with
you messages as well.
This is our most desperate hour. If we lose this fight
for the truth we will undoubtedly lose so very much more, as
President's Clinton Anti-Terrorism Bill speeds its way through
Congress. Please heed the call and work Peacefully and legally
with all your might to stop this demolition

soon as possible.
Do you feel a strange tingly feeling in your blood vessels? That
is the unmistakable feeling of total victory! Do you hear a faint
song in the distance ? That song is the unmistakable Star
Spangled Banner hailing our total victory? Does your cheek
have the strange sensation of a drop of water running down its
contour? That is the tear brought on by the realization that
WE, the People of the American Republic, standing tall and
proud for our God, for our families and for our flag will have
the ultimate victory and will restore our grand Republic. Glory
be to God in the Highest. To Him- the only King we will ever
worship-we willingly bow our knee and into his hands we
commend our souls.

MEDIA BYPASS: Can you tell us what happened?
WATTS: I had a court hearing in the Bankruptcy Court in downtown
Oklahoma City. The Bankruptcy Court is approximately 50 yrds to the
south of the Murrah building that was blown up. The federal courthouse
sits in between, but where I was, was up on the ninth floor, the top
floor of the Bankruptcy Court, with nothing in between the two
buildings. We were on the south side, out in the foyer, outside the
courtroom. It was 9 o'clock, or just very, very shortly thereafter.
Several lawyers were standing there talking and there was a large
explosion. It threw several of the people close to me to the floor. I
don't think it threw me to the floor, but it did move me significantly,
and I threw myself to the floor, and got down, and about that time, a
huge blast, unlike anything I've ever experienced, hit.
MEDIA BYPASS: The blast wave hit?
WATTS: A second blast. There were two explosions. The second blast made
me think that the whole building was coming in.
MEDIA BYPASS: You mentioned earlier that you have experienced
explosions before.
WATTS: I have.
MEDIA BYPASS: Can you tell us where?
WATTS: I'm a longtime Army veteran and a Vietnam veteran. I have been
around explosives and demolitions and munitions for many years. In
Vietnam, I was in a house that was actually bombed while I was in it. I
guess I haven't been within 100 yds of a B-52 strike, but I've
experienced B-52 strikes in the vicinity where I was, in aerial
bombing. Never have I experienced anything like this. This was a huge,
huge explosion.
MEDIA BYPASS: From your experience you knew this was a bomb blast
almost instantly?
WATTS: Immediately. It was way too big to be natural gas. It certainly
couldn't have been an earthquake. It was a bomb.
MEDIA BYPASS: The two noises you heard, the first one knocked people
down, is that correct?
WATTS: The first one knocked people down, and then the second one came
in and all of the windows blew in. They were thick windows. Some
windows may have broken with the first blast. It did a lot of damage to
the building I was in.

Last Night "Night Line" 5/31/95 discussed the OK City Bombing and it's
investigation. The show opened with Koppel's coments about how the
investigation had slowed and that only two prime suspects.(McVeigh and T.
Nichols) had been arrested.
Koppel admitted that at first a larger conspiracy was suspected, but now it
seemed that only two persons could have committed the bombing. (Reminds me of
the Warren Commission's One Bullet Theory).
Night Line's panel of experts included a retired F.B.I agent and two
Journalists.
One thing discussed was the failure of the F.B.I. to find anything about John
Doe #2. The F.B.I. agent said that it is possible that a witness could have
been mistaken in his Identification of this person, and John Doe #2 may not
even exist. (Really!!! I remember that the people who I.D.'d John Doe #2 were
the people at the truck rental place). I wonder if it would be possible
that they made the same mistake when they I.D.'d Mr. McVeigh?
Has the cover up begun to take shape in the Media? As usual they forget
what they (the media) have reported in the recent past and try to re-write
to make the story come out smelling like a rose.
They have ignored some glaring questions. The discussion on Night Line last
night seemed to be trying to justify a two-man conspiracy plot!!!! They
seemed to forget that Americans watched this whole thing on TV - and know
what went on before our very eyes, and now - yes - you must believe their new
angle. Do you think that they will also try to clean up the past remarks
about militias, and heaven knows who all else, are NOT involved? Not yet!!

My notes from the _Citizens for the Constitution_ meeting,
May 27, 1995 at the Holiday Inn DIA, 15500 E. 40th Ave, Denver.
Disclaimer: All comments here are my own, written by me. All
interpretations of speakers, beliefs, etc, is my own.
Second guest speaker was David Hall. Mr. Hall is the general

Comments on OK Bombing from Mr. Hall:
#1 - The FBI originally announced that it had "videotapes" of
the two John Doe suspects entering a "brown ford pickup",
then fleeing the scene of the crime. Later, the story
changed to McVeigh's 1978 Mercury and the original claim
was discarded. When the FBI was questioned by KPOC-TV
about the "videotape of the brown ford pickup", the FBI
first responded that it had never issued such a statement.
When confronted with video footage of the "brown ford pickup"
claims, the FBI response then changed to "We're not going to
comment".
#2 - If the FBI did indeed have VIDEOS of the two John Does, why
were sketchs issued, instead of photographs?
#3 - KPOC-TV is located about 10 miles from the alleged area that
McVeigh was arrested at. The official story is that McVeigh
was apprehended sometime around 11 AM. (can someone check
on this?) Mr. Hall claims that, while listening to the
local police on a scanner around 1 PM, he heard the original
arrest call go out on a "1978 Mercury, no license plate,
involved in OK bombing". Mr. Hall dispatched reporters to
the scene, but all action was finished by the time they
arrived.
#4 - When the reporters arrived on the scene, they found one witness,
a school teacher, who claimed that a military helicopter had
whisked the bombing suspect away. Now, I suppose that this
could be discounted pretty easily. Except. The next day, Mr. Hall
was speaking with his own insurance agent. Much to his surprise,
his agent CONFIRMED that he, too, had seen the helicopter leaving
the area while driving through.
#5 - Anomalies: Mr. Hall states that normal OK police procedure is
to IMMEDIATELY tow away cars when suspects are arrested. In this
case, the car ( of the biggest bombing in U.S. history, right )
was left sitting for 48 hours. And. I-35 is apparently a major
drug-traffic route, and is patrolled constantly by OK police
( or state patrol, or whatever ), and that there is a standard
policy of towing away any abandoned cars within 24 hours.
#6 - Mr. Hall claims to have videotape of EIGHT (8) workers in the
Federal building that state they had prior warning of the
explosion.
#7 - Mr. Hall also has the name of a secretary to a state senator
who claims that she received a warning about the bombing TWO
DAYS before it occurred. Footage exists of her claims. After
it was broadcast, she was visited by the BATF/FBI, and resigned
her position the next day, due to "pressure".
#8 - Here's the blockbuster. Now, all the previous stuff I've seen
before as rumors. It's nice to have a clean and clear source that
can be charged with the stories and held accountable. So, unlike
most of the crowd at the meeting, I wasn't too stunned. Until
I heard this:
Mr. Hall claims that... not only does the FBI, and HIMSELF,
KNOW who John Doe #2 is, he claims that he and the FBI know
WHERE he is. That is, up until last Friday.
#9 - When questioned, Mr. Hall discounted the Debra Von Trapp story,
the three middle eastern men story, and doesn't appear to be
concerned with the "two bomb" theory. He confirmed that TWO
unexploded bombs exist, but has not felt a need to investigate
in that direction. There is no answer as to whether the two
bombs were BATF hardware, unexploded terrorist bombs, etc.
Additionally, he seemed to feel that demolishing the building
was most likely done to reduce the anxieties and reminders
to the local people. And that the destruction of the building
would have no effect on any investigation into the bombing,
that basically it was irrelevant.
His closing comments on the OK bombing were that he felt the
whole matter would be resolved within the next 2-3 weeks,
and that he had reporters working on it right now. I got
the impression that McVeigh planting a fertilizer bomb is
NOT the whole story, and when I questioned Mr. Hall, he
replied that he was fairly sure that McVeigh was guilty
as charged, but that the "entire story" is untold.
He was questioned by a member of the audience that, YES or NO,
was the government involved in the bombing? He was unwilling
to make a definite comment at this time.
#10- One of the audience members claimed that a good friend of hers
had been questioned last night (Friday, May 26) by the FBI. The
FBI's excuse for picking this particular fellow was that he had
been in McVeigh's "phone log". She felt quite strongly that this
was some kind of bogus ploy, that the FBI was setting up this
excuse of a "phone log" to implicate innocent people.
#11- Regarding the "immienent arrest of dozens of militia members". The
concensus appeared to be that this reference was to a religious
separatist cult somewhere in Northern Oklahoma, and that they
had absolutely nothing to do with the bombing, and that no
"Waco-type" incident was immienent, despite last week's headlines.
(and please take this last comment with a little leeway, it was
towards the end of the meeting and I could easily have one
of the details wrong, I have no notes on this comment)
